Requirements

  • Must be local to Phoenix, AZ
  • Bachelor’s degree in Business, Engineering, Public Policy, or related field; advanced degree or MBA preferred
  • 8+ years in consulting, strategic planning, solutions architecture, or business development within mobility, transportation technology, government services, or a related field
  • Proven experience in RFI/RFQ leadership, from requirements gathering to bid submission
  • Strong understanding of mobility ecosystem, compliance frameworks, and technology integration
  • Skilled at engaging senior-level stakeholders and building cross-functional consensus
  • Demonstrated expertise in market research, competitive intelligence, and trend analysis
  • Strong facilitation skills with the ability to guide complex discussions to clear outcomes
  • Experience applying change management frameworks (e.g., Prosci, ADKAR) to drive organizational adoption

Responsibilities

  • Serve as a trusted advisor to Commercial Services leadership on market opportunities, customer needs, and solution feasibility
  • Translate strategic objectives into actionable initiatives that address both short-term wins and long-term market positioning
  • Facilitate executive workshops and discovery sessions to align stakeholders on solution vision, scope, and business impact
  • Lead the development and delivery of high-quality RFI/RFQ responses, ensuring competitive positioning and alignment to customer needs
  • Collaborate with Product, Engineering, Sales, and Operations to craft customized solution proposals
  • Maintain a library of solution frameworks, case studies, and competitive differentiators to accelerate response cycles
  • Engage with industry leaders, government agencies, and associations to shape policy discussions and influence market direction
  • Monitor emerging trends, competitor activities, and technology advancements relevant to tolling, violations, and mobility solutions
  • Deliver actionable market insights to inform strategy, product roadmaps, and investment priorities
  • Partner with product and engineering teams to assess the technical feasibility and operational impact of proposed solutions
  • Evaluate build vs. buy vs. partner options, balancing speed-to-market, cost, and risk
  • Ensure solutions align with regulatory requirements, customer contracts, and scalability needs
  • Champion organizational readiness for new solutions, including training, communication, and process adaptation
  • Apply structured change management methodologies to drive adoption and minimize resistance
  • Act as a bridge between strategic vision and operational execution
