Candidates should have at least 4 years of relevant experience in government partnerships, business development, or public sector strategy, preferably with experience working with or within state government. Strong communication skills, a track record of initiating complex partnerships, a business development mindset combined with a mission-driven approach, and the ability to work independently in ambiguous situations are essential. Familiarity with the social safety net or a willingness to learn quickly is also required. Preferred qualifications include being based in the Mid-Atlantic/Southeast and experience with digital services, consumer software, or human-centered design in the public sector.
The State Partnerships Manager will build and manage relationships with state agency leaders, lead efforts to identify and develop partnership opportunities, and create customized proposals and collaboration models. Responsibilities include acting as a company ambassador in high-stakes conversations, staying informed about state policy changes and procurement, aligning Propel's value proposition with government partner goals, and collaborating with internal teams to incorporate partner feedback into the product roadmap.

Propel focuses on improving access to social welfare resources for low-income Americans through its mobile app, Providers. This app allows users to easily check their EBT balances without needing to call a customer service number, making it more convenient for them to manage their benefits. Additionally, Providers offers personalized deals, such as coupons and resources, to help users save money, as well as job postings that cater to various schedules, from temporary gigs to full-time positions. Propel distinguishes itself from competitors by specifically targeting the needs of low-income individuals who are often neglected by traditional tech solutions. The company's goal is to enhance the user experience of America's safety net and to raise awareness about critical issues like Medicaid churn, ensuring that users can navigate these challenges effectively.
