Candidates must have at least six years of work experience in procurement, contracts, or subcontracts management, along with a Bachelor's degree in Business or Engineering, or an equivalent combination of education and experience. Desired qualifications include strong knowledge of USG FAR and DFAR requirements, mechanical or machine-shopped parts, integrated circuits, PCBs, FPGAs, ASICs, microprocessors, contract manufacturing, outsource testing, part qualification, Contractor Purchasing System Review (CPSR) audits, Earned Value Management, IFSF, ERP/Procurement systems, Microsoft Excel proficiency, engineering-driven demand, supplier relationships, costing, contract and inventory management, self-awareness, project plan development and execution within budget and schedule, managing multiple programs and priorities, negotiating Terms and Conditions, interpreting and flowing down prime contract requirements, negotiating large-scale Purchase Order Agreements, government contract proposal experience, understanding of supply chain processes and policies, and experience with various agreements like Teaming, Bidding, and PIAs/NDAs.
The Senior Buyer will be responsible for complete purchasing and supply base management using approved suppliers for assigned commodities, executing best practices and tools, and balancing workload across numerous commodity areas. This role requires strategic sourcing and source cultivation, end-to-end material process management, supply chain-to-program integration, sales forecasting, negotiation proficiency, supply chain compliance, and demonstrating creativity and ingenuity. The Senior Buyer will also develop and execute project plans within budget and schedule constraints, simultaneously manage multiple programs and priorities, develop and negotiate proper Terms and Conditions, interpret and flow down prime contract requirements to suppliers, effectively negotiate large-scale Purchase Order Agreements, and contribute to proposal efforts by coordinating inputs and sharing knowledge of supply chain processes.
