Requirements

Candidates should possess a Bachelor’s degree in Business, Engineering, or a related field, and a Master’s degree or PMP/APMP certification is preferred. They must have at least 5 years of bidding or proposal management experience, with at least 3 years specifically handling tenders in the UAE and/or KSA, and demonstrate proven experience in drafting and writing winning proposals for government and private sector clients. Strong skills in project management, coordination, and time management are required, along with excellent proposal writing, structuring, and editing skills in both English and Arabic, and proficiency in MS Word, Excel, PowerPoint, Adobe Acrobat, and CRM systems.

Responsibilities

The Bidding Manager will oversee and lead proposal submissions for public and private sector tenders across the UAE and KSA, managing the full bid lifecycle from opportunity evaluation to submission and ensuring high-quality, timely, and competitive proposals. They will lead the complete lifecycle of tender responses, prepare bid schedules, assign internal responsibilities, and independently draft proposals, tailoring them to client requirements. The role involves monitoring and responding to tenders on platforms like Etimad (KSA), MOF, DOF, Tejari, and other UAE government portals, staying updated with regional procurement policies and legal frameworks, and acting as the central point of contact for internal coordination between departments. Additionally, the Bidding Manager will analyze RFP documents to assess feasibility and risks, recommend bid/no-bid decisions, maintain a bid library, track submission outcomes, and contribute to improving future bids.
