Baccalaureate degree (or equivalent for degrees earned outside the United States per 8 C.F.R. § 214.2(h)(4)(iii)(A)) and minimum of 4 years of relevant experience, or advanced degree with a minimum of 2 years relevant experience
Advanced knowledge of job area combining breadth and depth, typically obtained through advanced education combined with experience

Responsibilities

Partners with management to develop job specifications/requirements, competencies, make salary recommendations and negotiate starting salary with candidates
Evaluates employment factors such as job experience, education and training, skills, knowledge and abilities, and other data pertinent to classification, selection, and referral
Sources candidates, manages workforce demands and develops networks to ensure constant flow of qualified candidates using various tools such as social media, career fairs, agencies and recruiting contractors
Phone screens and conducts interviews to recruit prospective employees
Manages applicant tracking system and creates reports and metrics analysis
May prepare applicant assessments, provide applicants with information on the company, oversees background checks and drug testing, check references and ensure successful hiring and on-boarding process
Delivers and/or manages projects assigned and works with other stakeholders to achieve desired results
May act as a mentor to colleagues or may direct the work of other lower level professionals
Coaches and reviews the work of lower level specialists; may manage projects/processes
May be responsible for entire projects or processes within job area; contributes to the completion of work group objectives through building relationships and consensus
Makes improvements of processes, systems or products to enhance performance of the job area; provides in-depth analysis and recommendations on process improvements
Communicates with senior internal and external customers and vendors; exchanges information to achieve objectives and influence decision-making
May provide guidance, coaching and training to other employees within job area; may manage projects, requiring delegation of work and review of others' work product
