Candidates must possess 3+ years of experience managing proposal efforts in response to U.S. federal solicitations, demonstrating knowledge of relevant regulations such as the FAR and contract vehicles, along with proficiency in the opportunity lifecycle. Strong technical writing skills, including experience with Agile, cloud services, DevSecOps, HCD, IT modernization, cybersecurity, data analytics, and desktop publishing tools like Google Docs, Microsoft Word, and Adobe Acrobat are required, as well as experience creating and maintaining proposal artifacts and managing relationships with partners. Applicants should also be comfortable working in a Google Drive / Slack environment and possess preferred experience working with agencies like VA, CMS, OPM, SEC, and DoD, along with domain knowledge of agency missions. US citizenship and the ability to obtain a low-level security clearance are also required.
The Proposal Manager will work hand in hand with leadership and the growth team to plan and execute proposal activities, manage proposal submissions including pipeline management, opportunity evaluation, and the down-select process, guide writers through proposal sections, develop winning proposals by synthesizing information and crafting a compelling value proposition, create and maintain proposal artifacts, educate stakeholders on proposal processes, and support all types of proposals.
