  • Oddball is seeking a Proposal Manager to contribute to a critical Federal program impacting millions of Americans. This role focuses on planning and executing successful proposal submissions, encompassing pipeline management, opportunity evaluation, and all phases of the proposal process.

Requirements

  • Experience: 3+ years of experience managing proposal efforts in response to U.S. federal solicitations.
  • Federal Contracting Knowledge: Demonstrated knowledge and proficiency with relevant regulations (e.g., FAR), contract vehicles, and the opportunity lifecycle (BD/capture activities).
  • Technical Proficiency: Proficient with key software development initiatives and concepts (Agile, cloud services, DevSecOps, HCD, IT modernization, cybersecurity, data analytics, etc.).
  • Writing Skills: Excellent technical and persuasive writing skills, with the ability to interview experts and synthesize information.
  • Desktop Publishing: Superior attention to detail and copy-editing acumen, with excellent desktop publishing skills (Google Docs, Microsoft Word, and Adobe Acrobat).
  • Artifact Management: Experience creating and maintaining ownership of proposal response and admin artifacts (volume outlines, kickoff slides, compliance matrices, etc.).
  • Relationship Management: Experience managing relationships and working with partners to ensure stakeholder engagement.
  • Proposal Support: Experience supporting various proposal types (oral presentations, code challenges, technical volumes, case studies, video submissions, etc.).
  • Collaboration Tools: Comfortable working in a Google Drive / Slack environment.
  • Preferred Experience: Experience working with VA, CMS, OPM, SEC, and/or DoD, with domain knowledge of agency missions.

Responsibilities

  • Working hand in hand with leadership and the growth team to plan and execute proposal activities.
  • Managing proposal submissions, including pipeline management, opportunity evaluation, RFI responses, RFP submissions, and the down-select process.
  • Guiding writers through sections/volumes (technical approach, PWS/QASP, management, corporate experience).
  • Developing winning proposals by synthesizing information and crafting a compelling value proposition.
  • Creating and maintaining proposal artifacts.
  • Educating stakeholders on proposal processes.
  • Supporting all types of proposals.

Education

  • Bachelor’s degree

  • Security Clearance: Must be able to attain low-level security clearance.
