Requirements

  • Knowledge of Process Safety Management (PSM), mechanical integrity, reliability, and inspection techniques
  • Ability to develop and administer safety programs, company policies, labor contracts, and personnel development initiatives
  • Expertise in budget development, monitoring, and control for production, capital, and expense
  • Skills in contractor management, including oversight of safety, workmanship, productivity, and regulatory compliance
  • Capability to provide technical counsel on equipment modifications, reliability optimization, and turnaround strategy
  • Proficiency in managing groups such as Electrical, Hard Trades, Instrumentation, Machinery, Turnaround Planning & Scheduling, Area Execution, and Procurement
  • Understanding of refinery operations, plant integrity programs, and governmental regulations

Responsibilities

  • Provides functional leadership for all maintenance activities to ensure safe, reliable facilities within a competitive cost structure
  • Administers company policies, refinery procedures, discipline, safety policies, management practices, and labor contracts consistently and fairly
  • Develops, directs, and establishes safety programs and practices to prevent accidents and provide a safe work environment
  • Directs resident contractor personnel and all contractors performing maintenance work, ensuring adherence to safety, workmanship, housekeeping, regulations, conduct, and productivity standards
  • Evaluates refinery practices to assess if critical PSM equipment/system repair work is conducted safely and consistently
  • Maintains and improves department personnel performance through organizational changes, hiring, performance improvement programs (goal setting, evaluations, counseling), and training programs
  • Contacts and consults with outside companies for specialty work and expertise
  • Collaborates with Refinery Leadership Team to develop and control overall facility budget for production, capital, and expense; develops and monitors department expense budget
  • Provides technical counsel to optimize on-stream factors/reliability and reduce expenses via equipment modifications and improvements
  • Provides critical input on refinery turnaround strategy and planning; directs management of plant turnarounds to ensure safe, timely completion within budget
  • Participates in development of refinery management philosophy and supports implementation of management policies and practices
  • Manages and directs efficient operation of Electrical, Hard Trades, Instrumentation, Machinery, Turnaround Planning & Scheduling, Area Execution, and Procurement groups
  • Trains and develops hourly and salaried subordinates to ensure a capable, professional workforce
  • Provides stewardship for plant integrity programs, policies, and procedures to ensure compliance with governmental statutes and regulations
  • Initiates studies and programs to improve efficiency and effectiveness of maintenance procedures, policies, and practices
  • Oversees the site’s capital execution plan, ensuring constructability reviews in project development and alignment
