Project Accounting System Knowledge (Power Plan – FSSP)
Comprehensive Electric Industry Estimating Knowledge and Experience
Expert knowledge of Microsoft Excel, Word. Experience with an estimating system implementation and usage desirable
Bachelor’s degree in engineering, project estimating or equivalent experience. A focus in electrical engineering or estimating is preferred
Responsibilities
Assigning, prioritizing, and directing the work performed by other Estimators and staff
Handling major project estimates (typically over $1M)
Development, expansion, planning, design, maintenance, and operation of the Eversource three-state cost estimating process and associated major project cost estimates
Coordinating the evaluation of cost estimates vs. actual project costs, identifying process improvements to drive improved accuracy
Ensuring detailed scope for major projects is identified and documented to support accurate and timely cost estimates for the Eversource Capital Plan
Collaborating with Estimate stakeholders (System Planning, Engineering, Standards, Major Projects, Procurement, Siting, Environmental, etc.) to ensure cost estimates consider risks and challenges in constructing major projects in the electric industry
Supporting establishment of a new cost estimating function to support major projects
Standardizing cost estimating templates across the three-state territory for consistency and efficiency
Developing strong collaboration with discipline engineering and support services to ensure accurate and complete cost estimates
Establishing clear expectations for the identification and quantification of project risks and associated risk/contingency cost impacts and clarifications
Presenting estimates to management in the review process
Utilizing industry best practices for incorporating direct costs, indirect costs, support costs, and overheads into project estimates
Overseeing establishment and maintenance of cost estimating tools and databases to ensure estimates are well documented and updated based on project actuals
Integrating process improvement tools and metrics to measure cost estimate accuracy, man-hour estimates to actuals, speed accuracy, cost to develop estimates, and evolving estimate precision based on historical project estimates vs. actuals
Establishing QA/QC measures to ensure coordination and process improvement with stakeholders including Major Projects, Engineering, Operations, etc
Developing Transmission Cost Allocation (TCA) documentation to support ISO-NE requirements with support from the project team
