Independently manage full process cost management for new/renovated projects
Prepare construction cost estimates based on project proposals for evaluation/IC document preparation
Manage and coordinate bidding/procurement/contract processes per approved SOP, including analysis of bidding results vs. market prices
Obtain technical support from project management and technical/design teams to prepare bid evaluation reports for management decisions
Sign construction contracts based on bidding results, organize negotiations, coordinate departmental requirements, resolve ambiguities, and complete signing on schedule
Monitor and control costs during construction, including design changes, on-site visas, claims/counterclaims, and cost risk warnings
Participate in project completion acceptance, ensure on-site performance matches contract terms, and complete settlements within two months post-acceptance and defect rectification
Analyze and organize databases for completed projects
Compare design schemes, prepare cost comparisons, and provide cost basis for design optimization selections
Conduct supplier admission evaluations and year-end performance evaluations per company system, maintaining the admission list
Maintain communication/collaboration with finance, legal, and BD departments; complete reports
