Position Overview

Plains All American is a leading transportation and midstream provider specializing in solutions for crude oil and natural gas liquids (NGLs). We operate an extensive network of pipeline transportation, terminalling, storage, and gathering assets across the United States and Canada. Our company is headquartered in Houston, Texas.

We are seeking highly motivated individuals who thrive in a dynamic, entrepreneurial team environment. Plains has an immediate opening for a Project Manager in our Houston, Texas office. Reporting to the Manager, Engineering, this role will oversee project management, project engineering, and construction completion for Plains’ capital expansion program. The ideal candidate is a technical professional proficient in project management and the engineering design process.

Travel: Up to 25% travel is expected and required.

Responsibilities

  • Lead multiple projects and cross-functional project teams on large projects.
  • Establish and assure project quality standards.
  • Lead all aspects of the project management process, including:
    • Scope development
    • Cost and schedule management
    • Risk management
    • Contingency planning
    • Contracting strategy
    • Contractor bid and award
    • Procurement
    • Construction
    • Documentation
    • Close-out
  • Actively manage contractor performance, adherence to Plains’ engineering specifications, and minimization of change orders.
  • Provide mentorship and guidance in managing risks and change orders.
  • Mentor early-career project engineers.
  • Collaborate with operating locations and teams across the organization in planning project execution and engage stakeholders.
  • Lead project reviews to ensure project execution plans are based upon sound engineering principles, that concepts, costs, and time schedules are well-developed, and that projects will accomplish stated objectives.
  • Provide engineering services to operating locations regarding technical matters related to cost performance, economic evaluations, design of operating equipment, and layout.
  • Prepare, administer, and monitor project budgets and schedules.
  • Initiate, review, and negotiate project change orders.
  • Oversee field implementation for assigned projects, as appropriate.
  • Resolve design and construction conflicts and drive project performance.
  • Develop and issue project reports as needed for both internal and external distribution.
  • Ensure the maintenance of detailed records of project activities.

Requirements

  • Education: Bachelor’s degree in Engineering required.
  • Experience: A minimum of 8 years of relevant work experience.
  • Project Leadership: Proven experience leading large projects and project teams.
  • Project Management Proficiency: Advanced knowledge of the engineering design process.
  • Industry Experience: Pipeline and terminal project or operational experience is considered a strong asset.
  • Organizational Skills: Ability to manage multiple projects under changing, intensive deadlines and achieve measurable results through consistent and repeatable processes.
  • Problem-Solving: Aptitude for analyzing and solving complex problems.
  • Conflict Resolution: Skilled in identifying and resolving conflict in the early stages.
  • Communication Skills: Outstanding written and interpersonal communication skills.
  • Computer Skills: Excellent computer skills, including Microsoft Office Suite (Word, Excel, Access, Outlook, Teams) and industry applications. Visio experience is an asset.
  • Travel: Available to travel and complete site visits (up to 25%).
  • Background Check: Cleared criminal history (background) check and satisfactory reference checks.
  • Drug & Alcohol Policy: Compliance with the company’s Drug & Alcohol Policy, including pre-employment testing.
  • Driver's License: Valid state driver's license and driving record satisfactory to the company.
