Program Manager, Legal & Compliance Learning & Development

Position Overview

Twilio is seeking a Program Manager, Legal & Compliance Learning & Development to join the Legal Operations team. This role will be responsible for managing the end-to-end design and deployment of global compliance and learning & development training initiatives.

About the Job

The Program Manager will oversee the entire lifecycle of learning initiatives, from needs analysis through design, launch, communication, tracking, and continuous improvement.

Responsibilities

• Identify, analyze, and strategically align training needs with business goals and legal requirements by collaborating with Ethics & Compliance, People, Privacy, and other legal and business leaders.
• Develop a training matrix and curriculum using a "blended learning" approach, potentially including e-learning, virtual, live sessions, written materials, and recordings.
• Design, update, evaluate, and implement compliance and privacy training programs, from new hire to advanced levels, utilizing Learning Management Systems (LMS) platforms.
• Track completion rates, metrics, and feedback, communicate with stakeholders, and provide updates to management.
• Select and manage vendors, technologies, and technical personnel required for training development, deployment, and tracking.
• Ensure compliance with legal and regulatory requirements and maintain proper documentation and audit readiness.
• Contribute to a culture of compliance by helping employees understand the "why" behind policies and training requirements through campaigns and individualized communications.
• Drive initiatives that promote continuous learning and encourage experimentation across teams.

Required:

• Bachelor's Degree or equivalent experience.
• 4+ years of experience in program management, instructional design, and corporate learning, preferably in Legal, Compliance, Risk, or Ethics-focused environments.
• Demonstrated track record of training program development, optimization, and management.
• Experience working with learning management systems and platforms.
• Experience in the tech industry; experience at API and data companies is a plus.
• Ability to create high-quality, engaging content.
• Strong project management skills.
• Excellent written and verbal communication skills, with the ability to communicate effectively with individual contributors and senior leaders.

• Ability to communicate concisely and persuasively in writing, including drafting clear and effective reports and policies.
• Experience developing compliance or ethics training for a global audience.
• Ability to translate complex legal or policy content into clear, engaging learning experiences.
• Self-starter with a focus on results and problem-solving.
• Ability to work in a matrixed organization, collaborating across cultures and functions with all levels.
