Requirements

  • Proficiency in supervising Human Resource Partner team, supporting professional development, administering employee feedback processes, and overseeing investigations of employee complaints or allegations
  • Knowledge to oversee and enhance HR management policies, programs, and practices linking HR strategies with business strategies
  • Expertise in ensuring HR management compliance with State and Federal statutes and regulations
  • Ability to establish cooperative relationships with operational leaders by providing necessary information, tools, and services
  • Participation in system HR Council and HR Operations Meetings
  • Membership in administrative councils with administrative responsibilities

Responsibilities

  • Accountable for the direction and management of all activities for the human resources department in support of Avera St. Mary's mission, goals, and objectives (covering Pierre and Gettysburg regions, including hospital, long-term care, and clinics)
  • Provide overall leadership, direction, and coordination for all operating areas within Avera St. Mary’s
  • Work with system HROs on developing and/or implementing appropriate policies and procedures to enhance efficient and effective operations and service delivery
  • Implement system and regional HR strategic plans and budget targets into operational action plans guiding resource allocation
  • Provide leadership, guidance, support, and direction to Avera St. Mary’s leaders to ensure optimal use of resources and effective service
  • Continuously enhance delivery of human resource services through improvement processes maintaining high levels of service, efficiency, and effectiveness
  • Supervise Human Resource Partner team and support professional development opportunities
  • Administer and enhance employee feedback processes, including formal and informal options
  • Oversee investigation of all employee complaints or allegations related to legal, policy, practice, or values violations (in conjunction with HRP team)
  • Oversee and enhance comprehensive HR management policies, programs, and practices linking HR strategies with business strategies, ensuring continuity and consistency across Avera St. Mary’s
  • Oversee HR management compliance and direct HR-related functions to align with State and Federal statutes and regulations
  • Establish strong cooperative relationships with operational leaders by providing information, tools, and services for their HR management responsibilities, ensuring compatibility with operational needs
  • Participate in development of system HR Council and HR Operations Meetings to accomplish mission and vision
  • Serve as a member of administrative councils in the region with administrative responsibilities
