Requirements

  • Highly skilled in systems engineering and requirements management
  • Experience leading analysis, design, development, testing, deployment, and lifecycle support for hardware systems and applications
  • Ability to collaborate with network service Business Leads (SBLs) and program leadership
  • Supervisory experience, including interviewing, selecting, training, coaching, assessing performance, and ensuring compliance with company and regulatory policies
  • Knowledge of industry best practices, government policies, and instructions for requirements management
  • Capability to manage requirement escalations and communicate with technical, non-technical, and executive leadership
  • Proficiency in functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition
  • Skills in stakeholder management, communication, and facilitation across cross-functional teams
  • Ability to perform strategic systems planning, business information planning, risk identification, and mitigation strategies
  • Experience with business process improvement, re-engineering, and modernization projects
  • Office presence required a minimum of 5 days per week at posted location(s); no relocation offered

Responsibilities

  • Provide analysis, requirements, design, development, testing, deployment, and lifecycle support for hardware systems and applications
  • Manage a team of System Engineers to identify, analyze, define, and coordinate user, customer, and stakeholder needs into documented standardized requirements, using activity/data modeling and transaction flow analysis
  • Supervise, plan, and apportion work of employees, including interviewing, selecting, training, recommending pay/hour adjustments, coaching, performance assessment, and policy compliance
  • Establish Requirements Management Plan and Standard Operating Procedures based on best practices, government policies, and program needs
  • Manage and implement long-term strategy for the program in collaboration with SBLs and program leadership
  • Lead requirement escalations and communicate program status/issues to leadership, with inputs from System Engineers and SBLs
  • Develop end-to-end cost analysis for the enterprise and ensure compliance with enterprise technical architecture
  • Conduct functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition to translate needs into hardware/software requirements
  • Identify and coordinate with customers, partners, and stakeholders to resolve functional/technical problems
  • Develop and execute stakeholder communication strategies, manage expectations/relationships, and facilitate cross-functional collaboration
  • Ensure alignment between technical solutions and business goals via stakeholder feedback loops
  • Ensure engineering system components meet functional/technical requirements, assessing business/management needs
  • Expand or modify systems for new purposes or workflow improvements
  • Identify technical risks and develop mitigation strategies
  • Perform strategic systems planning, business information planning, and analysis
  • Identify and manage dependencies with other IT infrastructure systems/elements
  • Develop analytical and computational techniques for problem-solving
  • Apply business process improvement practices to re-engineer methodologies and manage modernization projects
