Requirements
- High level expertise in management, operation, and compliance for a portfolio of housing and commercial properties
- Thorough understanding of contracts with funders, including ability to complete accurate and timely reports and ensure compliance
- Knowledge of the Federal Fair Housing Act, Landlord Tenant Law, and the Americans with Disabilities Act
- Ability to assist in planning and development of new housing projects
- Strong communication and collaboration skills with internal and external stakeholders
- Ability to set budgets for the housing department and oversee annual budgets for individual properties
- Skills in developing management plans, monitoring monthly financial performance, and establishing capital improvement budgets
- Experience participating in and leading pursuit of grant opportunities for procuring, developing properties, and capital improvements
- Ability to lead work with architects, engineers, and construction companies for capital projects
- Knowledge of applicable federal, state, county, and city regulations, contract obligations, LIHTC, HUD, and other relevant requirements
- Understanding, appreciation, and respect for differences within the community, promoting integrated care, trauma-informed and person-first approaches, and a work environment of acceptance
Responsibilities
- Oversee the financial performance and physical maintenance of all properties in portfolio, while meeting overarching strategic goals
- Oversee performance targets within the housing department
- Plan, direct, manage, and implement Cascadia’s housing development goals, objectives, policies, and priorities
- Comply with laws, regulations, policies, and procedures under which the program and company operates
- Respect and honor tenant rights and responsibilities, demonstrating professional boundaries and ethics
- Work collaboratively with the housing compliance team to provide training, resources, and technical assistance to staff on compliance matters
- Maintain knowledge of, review, and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP
- Attend seminars, training, and other educational opportunities to develop professional skills and abilities
- Assist program leadership in developing and updating policies, procedures, and systems to assure success
- Ensure proper tax documentation is prepared and submitted for existing properties
- Monitor changes in LIHTC, HUD, and other relevant regulations and requirements; implement changes as necessary
- Work with the housing department to ensure all tenant files of all applicable properties are maintained in compliance with regulations
- Prepare monthly, quarterly, and annual reports
