The Medicaid Quality Testing Engineer will serve as a technical and strategic leader responsible for overseeing testing activities across state-level implementations. This role requires a deep understanding of the software engineering lifecycle, including requirements gathering, design, implementation, testing, and maintenance. The Medicaid Quality Testing Engineer will provide leadership and mentorship in quality planning, automation, and connectivity setup, ensuring seamless integration and testing readiness across systems. This individual will work under general direction and is expected to demonstrate creativity, resourcefulness, and a holistic view of the project and architecture.
Key Responsibilities
- Develop and execute comprehensive test strategies for state-level technology implementations.
- Lead the setup and validation of connectivity between state systems and vendor platforms, ensuring secure and reliable data exchange.
- Collaborate with infrastructure and network teams to configure and troubleshoot connectivity issues during test phases.
- Ensure availability and stability of test environments, including connectivity prerequisites are set-up and data flow validation.
- Work closely with implementation teams to promote responsible, high-quality testing practices.
- Monitor and improve the quality of technology products through continuous feedback and optimization.
- Provide hands-on leadership in automation, tools, frameworks, and mentoring across multiple project teams.
- Set strategy, priorities, and direction for testing activities aligned with state and organizational goals.
- Coordinate application performance issues through structured planning and execution.
- Continuously improve testing processes and methodologies, leveraging automation where possible.
- Ensure comprehensive feature, integration, and end-to-end testing coverage.
- Define and maintain test matrices that map to test plans, test cases, and product requirements.
- Participate in test case reviews and ensure alignment with stakeholder expectations.
- Align testing activities with development teams to ensure robust system verification.
- Build strong cross-functional relationships and communicate effectively with stakeholders.
- Develop and drive a 3–5 year roadmap for test strategy, automation, and connectivity improvements.
- Provide oversight and guidance to test leads to ensure adherence to quality standards.
- Works with ETL developers, data stewards, project managers, and business SMEs to obtain programming specifications needed to submit information in our proprietary ticketing system that moves data from its origin to its ultimate destination.
- Ensures proper documentation is completed so that the programming and testing occurs.
- Tracks and maintains documentation on ET work.
- Communicates between both IT and non-IT departments on updates, as well as educating non-IT departments on the process.
- Ensures proper access for authorized users and provides support to data tool users.

Required Qualifications
- 5+ years of software testing experience, as well as an understanding of automated testing tools and cloud technologies, like Azure and Cloud Foundry/AWS.
- Knowledge of testing tools like QTEST.
- Experience in Agile software development methodologies, which requires that test strategists be able to collaborate with other members of cross-functional teams and be receptive to feedback.
- Bachelor's Degree in a computing related discipline or equivalent experience.
- Experience defining an Agile Software testing process.
- Automation experience utilizing tools.
- Experience in working with multiple and/or remote teams in different time zones.
- Delivery focused – time, scope, quality.
- 2 or more years of project leadership experience with large scale teams.
- Able to guide and influence others.
- Must be passionate about contributing to an organization focused on continuously improving consumer experience.
