Lead Program Manager, Developer Outreach

Position Overview

We are seeking a Lead Program Manager to lead our Developer Outreach program portfolio. This role reports to the Chief of Staff to the Chief Product and Technology Officer. As the Lead Program Manager, you will independently manage the strategic alignment, design, delivery, and evaluation of critical Wikimedia Foundation (WMF) programs focused on volunteer developers and Hackathons. You will collaborate across multiple teams, departments, and Wikimedia stakeholder groups to deliver programs that drive impact in strategic areas of change and development.

The ideal candidate will oversee all program aspects within their portfolio, including achieving alignment, managing cross-functional dependencies, and resolving risks and blockers. This role requires strong cross-functional relationship-building skills, the ability to unite diverse groups around common strategic outcomes, and a flexible approach to program and change management in ambiguous environments.

This is a remote position, working with internationally distributed teams. Typical working hours align with the Eastern US time zone (UTC -4 / -5).

Responsibilities

Program Design & Planning

  • Understand the user experience and needs of technical contributors.
  • Define objectives for all developer outreach programs.
  • Develop programs that respond to strategic opportunities for impact and create approaches for their successful execution.
  • Develop and drive the strategic roadmap for the program portfolio.
  • Drive the quarterly planning process for assigned programs (e.g., OKRs).

Program Delivery

  • Lead all aspects of the delivery of developer outreach programs.
  • Manage and facilitate dynamic in-person and virtual events and workshops focused on Wikimedia’s technical ecosystem and technical skill development for diverse international audiences.
  • Manage the creation of materials related to program delivery for in-person, hybrid, and virtual learning and community building settings.
  • Lead and mentor a team of outreach coordinators, providing work breakdown, guidance, and coaching.
  • Support community organizations in implementing related programming to expand reach with target audiences.
  • Manage budgets and resources for outreach activities, including contracting and managing external vendors and consultants.
  • Manage teams across functional boundaries, both internal and external.
  • Communicate the overall vision and direction of the portfolio to various stakeholder audiences.

Program Evaluation & Reporting

  • Design program evaluation plans.
  • Establish milestones and monitor adherence to overall plans and schedules.
  • Develop and report on relevant qualitative and quantitative project metrics.
  • Prepare reports and presentations to communicate program outcomes and progress toward strategic goals to internal and external stakeholders.

Stakeholder Management

  • Build and maintain relationships with community leaders, organizations, and stakeholders.
  • For each program, identify relevant stakeholders, develop a shared understanding of program goals, keep them aligned, and ensure they understand their commitments.
  • Serve as the core spokesperson and advocate for the program.

Additional Responsibilities

  • Requires some international travel to support in-person events such as the annual Wikimedia Hackathon and Wikimania Hackathon.

Skills and Experience

  • 8+ years of experience managing multi-stakeholder groups, including staff, partner organizations, and volunteers.
