Requirements

  • Bachelor's degree in Electrical/Mechanical Engineering/Computer Science or related field, or equivalent combination of education, training, and experience
  • Minimum of 7–10 years of directly related program management experience
  • Minimum of 5–7 years' people management of Project and Program Managers
  • Experience leading a major function or product area
  • Controls planning, staffing, budgeting, managing multiple priorities, and recommending/implementing change
  • Requires regular interactions with peers/leaders and managers across functions to identify and resolve issues
  • Leverages talent across the organization and functions to achieve predictable Program/Project results
  • Design — Knowledge of design techniques, tools, and principles involved in development of technical plans, schematics, drawings, and models
  • Mathematics — Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications
  • Utilizes leadership and negotiation skills to influence outcomes within and outside of department area
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources
  • Occasionally may be required to travel within the Continental U.S
  • Advanced degree is preferred

Responsibilities

  • Oversee Program/Project Managers responsible for scheduling, pricing, and technical performance of organizational programs
  • Provide leadership direction with proposal development, contract negotiation, and contract compliance
  • Provide leadership direction on proposal preparation, including assisting with plans, specifications, and financial terms of government and/or commercial contracts
  • Assist with business development initiatives
  • Ensure master plans and schedules are followed, develop solutions to program challenges, and direct others for successful completion of projects on time and on budget
  • Direct people who lead cross-functional program/project teams focused on the design and delivery of Unmanned Aerial Systems (UAS)
  • Formulate and execute long-term master plans and schedules in support of UAS design and development
  • Select, develop, and evaluate personnel to ensure efficient operation of the Program Management Office
  • Accountable for departmental objectives and deliverables
  • Typically lead a team size of 5 to 8 Program/Project Managers
  • Develop, define, and execute project plans, schedules, budgets, and deliverables
  • Identify needed resources for projects, define and assign major project roles
  • Monitor the product/program/project from initiation through delivery, interfacing with internal and external customers and field-based employees on technical matters as needed
  • Assign and monitor work of project/program management staff, providing leadership, mentoring, and technical support/direction
  • Consult or negotiate with clients to prepare project specifications
  • Prepare budgets, bids, or contracts
  • Support assessment of project feasibility by analyzing technology, resource needs, or market demand
  • Support development and implementation of policies, standards, or procedures for Program Management, engineering, and technical work
  • Review, recommend, or approve contracts or cost estimates
  • Direct recruitment, placement, and evaluation of engineering project staff
  • Other duties as assigned
