Requirements

  • Bachelor’s degree or equivalent (Master’s degree preferred) in Architectural Design, Construction Management, Project Management, Environmental Protection, Law, Government Relations or related profession
  • 7+ years of related work experience; experience in theme parks, retail, food and beverage, construction consulting or real estate industry preferred
  • 3+ years of licensing and permitting, legal experience, or related project development experience in Shanghai and mainland China
  • Previous experience working for a multi-national company is a plus
  • Excellent communication skills in both Chinese and English, including oral (reports and daily conversations) and written (correspondence with stakeholders) expression
  • Computer literacy (Word, Excel, PowerPoint, Outlook)
  • Quick response, quick thinking, and logical thinking ability
  • Proven ability to work in a complex and diverse major business unit of a multi-national company, with conflict management and multiple task management capabilities
  • Background and specific knowledge in working with government authorities on licenses and permits applications

Responsibilities

  • Gain familiarity with local market laws, regulations, policies related to licensing and permitting, and convey critical information to Disney internal work teams
  • Act as primary point of contact with Shanghai and Pudong New District government departments, work closely with stakeholders, understand needs, record challenges, and drive solutions by seeking support and sharing resources from leadership and external authorities
  • Review and process complex permit applications; provide professional advice on unusual and complex permits based on Disney's uniqueness
  • Independently prepare application packages by reviewing drawings, specifications, applications, and other required information; communicate with authorities, track approval processes, ensure timely issuance of licenses and permits; periodically summarize progress and report to Permitting Director
  • Assist in strategic planning, developing work plans, and budget plans
  • Build and maintain relationships with government authorities, relevant entities, and SHDR disciplines to facilitate efficient internal and external communication on permitting and government supervision
  • Implement overall strategy, develop work plans, collaborate with Development and Operations teams, and support SHDR operations to obtain required licenses and permits
