Proficiency in federal accounting practices, including capitalization vs. expense determination, account coding structures, audit trail creation, and internal control frameworks is required. Experience with data analytics, transforming raw data files, and developing metrics for senior leaders is necessary. Familiarity with federal appropriations, funding types, Statement of Federal Financial Accounting Standards (SFFAS) 6, and the DoD Financial Management Regulation 7000.14-R (FMR) is also required. Experience working with NexGen IT and the Microsoft Suite (SharePoint, Teams, Excel) is needed. Desired skills include a CPA or other accounting certification and prior experience with construction agents like DAF, USACE, or NAVFAC, as well as their financial and asset management systems.
The Air Force FIAR Mid-Level Analyst will provide subject matter expertise on DoD Construction in Progress (CIP) processes, offering audit compliance guidance, achieving CIP project milestones, defining criteria, and applying solutions for CIP financial accountability. Responsibilities include collaborating with stakeholders to document processes, define key control points, and conduct change management activities related to construction project oversight, financial reporting, NexGen project setup, and asset transfer-in processes. The analyst will advise client and program stakeholders on federal accounting practices to ensure compliance with DoD Financial Management Regulations, GAAP, and audit readiness expectations. They will also provide detailed guidance on construction and repair project categories and support the classification of project costs as capital or expense per official DoD/AF guidance.
