Your Role at Baxter

This role is responsible for the development, implementation, and oversight of Baxter's government contracts compliance program. You will ensure adherence to all applicable laws, regulations, and contract requirements, including FAR, DFARS, VAAR, TAA, BAA, and specific terms for VA FSS, DLA ECAT, DLA DAPA, and other public sector contracts. This position is critical for risk management, internal controls, audits, and training within the medical device and pharmaceutical manufacturing and distribution sectors.

Responsibilities

Compliance Program Management

  • Design, implement, and continuously improve the government contracts compliance program.
  • Monitor regulatory changes affecting federal contracts (e.g., FAR, DFARS, VAAR, TAA/BAA).
  • Maintain policies, SOPs, and documentation in alignment with contract requirements and standard processes.

Contract Oversight Support and Audit & Investigation Management

  • Provide guidance on VA FSS, DLA ECAT, DLA DAPA, VA MSPV, and GSA contracts.
  • Lead internal and external audits (e.g., OIG, DCAA, VA NAC, DoD IG).
  • Conduct internal reviews, investigations, and develop remediation plans related to contract performance.

Training, Education, Reporting, and Risk Management

  • Develop and deliver training programs on government contract requirements for cross-functional teams.
  • Conduct risk assessments and maintain a risk register related to government contracting.
  • Report compliance metrics and risks to key stakeholders.
  • Ensure accurate and timely disclosures and certifications (e.g., SAM.gov, eSRS, VETS-4212).

Qualifications

Required

  • Bachelor’s degree or equivalent experience in Business, Law, Public Administration, or a related field.
  • Minimum of 8 years of proven experience in government contracts compliance, preferably within the medical, pharmaceutical, or life sciences industry.
  • Deep knowledge of FAR, DFARS, VAAR, and procurement integrity regulations.
  • Experience with DLA, VA, and GSA contract vehicles.
  • Strong analytical, communication, and leadership skills.
  • Proven ability to lead cross-functional compliance projects and influence executive collaborators.
  • Experience with ERP systems (e.g., SAP, JDE, Oracle) and contract management tools.
  • Familiarity with Trade Agreements Act (TAA), Buy American Act (BAA), and small business subcontracting compliance.
  • Previous experience interacting with government audit and enforcement agencies.

Preferred

  • Master’s or JD degree.
  • PMP Certification.
  • Knowledge of sophisticated tools such as MS Project, Visio, Smartsheet, or similar.

Compensation

The estimated base salary range for this position is $136,000 - $187,000 annually. This range reflects an anticipated salary based on market data and other factors, which are subject to change. Individual pay may vary.
