Contracts Manager

Position Overview

Wilcore is seeking a motivated and experienced Contracts Manager to oversee our rapidly growing portfolio of federal contracts. This role is crucial for our expansion in the federal space, requiring a subject matter expert dedicated to the successful oversight, submission, and partnership management of federal bids and contracts.

Responsibilities

  • Develop and maintain positive working relationships with internal and external customers, participating in customer meetings as needed.
  • Support pre- and post-award teaming activities, including the creation and management of NDAs and teaming agreements.
  • Manage all required contract reporting, collaborating cross-functionally to ensure timely submission.
  • Provide guidance and oversight to resolve operational and contractual issues during contract performance, focusing on risk mitigation and meeting customer needs.
  • Review RFP documentation to identify and communicate key proposal parameters and requirements.
  • Manage and organize contract-related data files.
  • Review, create, and negotiate Task Orders, TA's, NDA's, and other agreements.
  • Act as a liaison with Primes and subcontractors.
  • Oversee pre and post-award relationships.
  • Manage contract close-outs.
  • Review proposals for RFP compliance, including contractual documents like Reps and Certs and other required certifications.
  • Perform Government Contract Administration, including understanding and applying terms and conditions for various contract types (FFP, CPFF, T&M, IDIQ, etc.).

Requirements

  • 8+ years of cradle-to-grave government contracts administrative experience.
  • 8+ years of experience working with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, CAS, GSA, and DCAA.
  • Excellent knowledge of contractual terms and conditions, including FAR and DFARs.
  • Experience managing stand-alone and IDIQ contracts, and BPAs.
  • Must be a US Citizen and able to work domestically.
  • Must be able to attain a low-level security clearance.
  • Bachelor’s degree.
