Requirements

  • Experience managing day-to-day finance and accounting operations as part of regional finance teams (Middle East and EMEA)
  • Expertise in financial planning & analysis, including annual budgeting, forecasting, long-range planning, variance analysis, and providing insights to senior stakeholders
  • Proficiency in preparing management reporting packs and dashboards
  • Knowledge of general accounting functions, including accounts payable, receivable, and reconciliations
  • Strong understanding of financial controls, compliance with internal policies, and external audit processes
  • Skills in cashflow and working capital management, including monitoring requirements and influencing cashflow through client relationships
  • Experience in business partnering with commercial teams, pricing projects, reviewing client contracts, and participating in client/procurement negotiations
  • Familiarity with client base, procurement policies, and building relationships with client procurement teams
  • Ability to collaborate with operations teams on resource management to meet client needs and maintain profit margins
  • Knowledge of RHQ compliance requirements (GAZT/ZATCA, MISA), including financial reporting, documentation for benefits (headcount, spend thresholds, activity-based reporting), and liaising with advisors/government entities
  • Expertise in taxation matters, including provisions, compliance processes, and statutory reporting (e.g., GST, withholding tax)

Responsibilities

  • Manage day-to-day finance and accounting operations for the KSA market as part of Middle East and EMEA finance teams
  • Support annual budgeting, forecasting, and long-range planning processes; perform variance analysis and provide insights to senior stakeholders
  • Prepare management reporting packs and dashboards for internal review
  • Oversee general accounting functions, including accounts payable, receivable, and reconciliations
  • Ensure compliance with internal financial policies, controls, and procedures
  • Liaise with external auditors and ensure smooth execution of audits
  • Monitor cashflow and working capital requirements; positively influence cashflow by building client relationships, discussing approvals/payments, attending client offices
  • Coordinate banking relationships and payment cycles
  • Partner with Commercial team and client leads to price projects per resource plan, achieve minimum contribution margins; review client contracts and identify issues
  • Recommend pricing strategies aligned with agency objectives; prepare for and participate in client/procurement negotiations, escalating for senior support as needed
  • Translate financial data into actionable insights for non-finance stakeholders
  • Know client base and procurement policies; build relationships with client procurement teams
  • Identify contribution margin issues, propose solutions, and collaborate with COO/Director of Operations on resource deployment for client needs, team development, and profit margins
  • Manage RHQ financial reporting and compliance (GAZT/ZATCA, MISA); maintain documentation for benefits; liaise with advisors/government for submissions/renewals
  • Support leadership in maximizing RHQ incentives (tax benefits, fee reductions, privileges); monitor/report RHQ status, highlight risks, recommend solutions
  • Manage all tax-related matters, including provisions, compliance processes, and statutory reporting (e.g., GST, withholding tax)
