Requirements

Candidates must possess a Bachelor's degree in Business, Engineering, or a related field, coupled with over 7 years of experience in federal business development and capture management. A proven track record of successfully capturing large federal opportunities (over $5 million) is essential, along with exceptional proposal writing and editing skills. A deep understanding of federal procurement processes and regulations, strong knowledge of the federal cybersecurity landscape, and demonstrated leadership abilities within cross-functional teams are also required. Preferred qualifications include a Master's degree, APMP certification, experience with major IDIQ vehicles, prior cybersecurity industry experience, Shipley or equivalent capture management training, experience with federal pricing strategies and cost proposals, a proven proposal win ratio, and a Top Secret Clearance.

Responsibilities

The Federal Capture Manager will lead end-to-end capture planning and execution for major federal opportunities, including developing comprehensive capture plans and win strategies. This role involves orchestrating cross-functional capture teams, conducting competitive analysis, and building relationships with key federal stakeholders. Responsibilities also include leading and contributing to proposal writing efforts, ensuring compliance with RFP requirements, developing compelling proposal content, and reviewing technical volumes for clarity and persuasiveness. The manager will also qualify and validate strategic opportunities through market research and customer engagement, develop and maintain opportunity pipelines, guide solution development and pricing strategies, implement industry best practices for capture management, and maintain capture artifacts and knowledge management systems.
