Requirements

  • Manage a portfolio of 7 to 25 affordable properties in Southern California
  • Direct supervision of 2 to 7 Property Managers and Senior Property Managers (maximum of 10)
  • Maintain positive resident relations
  • Meet financial objectives of ownership and management
  • Protect the value and integrity of the real estate
  • Ensure compliance with all applicable regulatory standards and requirements
  • Ability to travel

Responsibilities

  • Review and present annual budgets for approval by senior management
  • Monitor property budget performance and prepare/review monthly variance reports and reforecasts
  • Work with senior management to resolve financial issues
  • Conduct monthly financial reviews
  • Approve or disapprove expenses exceeding Property Manager’s authority level
  • Collaborate with senior management to establish appropriate rent levels
  • Ensure timely collection and deposit of rents and fees, and initiate corrective/legal action as needed
  • Review rent schedules, scheduled rent increases, and renewals
  • Monitor property recertification process for completeness, accuracy, and timeliness
  • Assist in negotiation of vendor contracts per Winn Purchasing Policy
  • Track property tax reassessments, tax bill issuance, and accuracy of tax rates
  • Work with Superintendents and Regional Maintenance Coordinators to implement maintenance programs and controls within budget
  • Ensure timely and accurate submission of Monthly Manager's Reports
  • Participate in company-wide initiatives as required
  • Meet with each client at least quarterly to review property performance and satisfaction
  • Respond to client inquiries or concerns within 24 hours
  • Ensure building and grounds are well maintained
  • Provide for maintenance and operation of life safety systems
  • Oversee maintenance policies, plans, and procedures (work orders, purchase orders, bidding, preventive maintenance, inventory control, turnover)
  • Work with Regional Maintenance Coordinator to resolve maintenance issues
  • Conduct regular meetings with maintenance staff
  • Provide timely submission of required financial reporting per company policy
  • Maintain detailed written records per company policy and agency requirements
  • Implement all company policies, plans, and procedures
  • Conduct weekly staff meetings emphasizing Winn Safe Protocol
  • Conduct site visits per company guidelines for physical inspections and review of administrative/maintenance procedures
  • Maintain budgeted occupancy goals
  • Follow company marketing policies and reporting requirements; maintain comparability studies; implement resident retention program
  • Ensure quality of rental advertising and printed materials
  • Demonstrate understanding of market area, site competition, and general market conditions
  • Work with Director of Marketing to implement marketing policies/procedures and resolve issues
  • Review rental application process and adhere to property/agency standards
  • Comply with agency requirements including maintenance of internal/external wait lists
  • Supervise leasing and renewal programs
  • Conduct weekly meetings with leasing staff
  • Recruit, hire, train, and develop personnel to meet regional needs
