Requirements

  • Expertise in developing standardized, localized Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and tools, particularly in conflict-affected and fragile contexts
  • Strong understanding of peacebuilding programming, social cohesion, grassroots advocacy, and non-linear outcomes like trust-building and civic participation
  • Experience in participatory co-development processes involving staff, implementing partners, and stakeholders
  • Proficiency in co-refining programme indicators, including global-level indicators and those based on local priorities and the Grounded Accountability Model (GAM)
  • Skills in capacity strengthening for partner organizations through collaborative training and reflective sessions
  • Familiarity with the Palestinian context, including occupation, political division, shrinking civic space, and work across West Bank and Gaza
  • Ability to foster evidence-based learning cultures and support data-informed, adaptive programming

Responsibilities

  • Develop a comprehensive, context-specific MEAL system and tools for the SFCG Palestine Programme as part of the "From Grassroots to Global" initiative
  • Facilitate a participatory process for co-developing the MEAL system, co-led by Search staff, implementing partners, and key stakeholders
  • Co-refine programme indicators, integrating global-level indicators with local priorities and the Grounded Accountability Model (GAM)
  • Support capacity strengthening for partner organizations via collaborative training and reflective sessions to enable confident use of MEAL tools for learning, adaptation, and accountability
  • Collect and interpret evidence, track change, strengthen programming, and foster continuous learning within the MEAL framework
  • Document local priorities, amplify grassroots narratives, and capture peacebuilding outcomes such as trust-building, civic participation, and policy influence
