  • Capability to anticipate, mitigate, and resolve design/construction environmental and ROW issues, coordinating with relevant parties
  • Experience coordinating/liaising with departments, project stakeholders, and assisting in negotiating change orders or contract modifications
  • Membership or ability to contribute to a Management Team, developing strategies for P3 Agreement execution, risk management, and project delivery
  • Knowledge of structuring and leading review processes for contractor deliverables, especially design packages
  • Expertise in monitoring construction progress against schedules, reviewing/cross-checking schedules, and managing interfaces (e.g., with tolling provider)
  • Familiarity with QA/QC processes, including reviewing audit plans, coordinating surveys, quality control, and participating in meetings on progress, issues, and performance
  • Ability to identify and report issues impacting cost, schedule, O&M, or lifecycle, and lead timely resolutions

Responsibilities

  • Monitor, evaluate, and manage compliance with the Comprehensive Agreement (CA), Design-Build Contract, Independent Quality Contract, legal/regulatory requirements, and approved policies/procedures/plans
  • Act as CBP point of contact for external parties on Design-Build technical or design-related topics
  • Track, evaluate, and report on Contractor’s performance per design-build contract (schedule, budget, indicators)
  • Review/analyze Contractor information and prepare design/construction correspondence, presentations, and reports for CBP leadership, Client, and Lenders
  • Anticipate, mitigate, and/or resolve design/construction environmental and ROW issues, coordinating with CBP ROW Manager and relevant parties
  • Coordinate and liaise with departments and project stakeholders on Design-Build topics
  • Assist in negotiating change orders or contract modifications on behalf of CBP
  • Work with Management Team to develop strategy/process for executing P3 Agreement, ensuring quality delivery on time and managing short/long-term risks
  • Review/analyze reports from Design-Build Contractor, designers, subcontractors, suppliers; prepare correspondence, presentations, reports for Management Team, Client, Board, Lenders
  • Provide input to Project Risk Register, update as needed, ensure mitigation/monitoring of risks
  • Provide input into monthly reports/presentations to Board on key technical issues; deliver timely commercial information/reports to management/shareholders
  • Monitor, evaluate, and manage Contractor’s compliance with Design-Build Contract, Technical Requirements, QA/QC Plan, legal/regulatory requirements, policies/procedures/plans
  • Structure and lead review process of Contractor deliverables, particularly design packages
  • Monitor construction progress against schedule to ensure on-time Project delivery; review/cross-check Contractor and Tolling provider schedules; manage interfaces
  • In coordination with Design-Builder’s QAM, review CBP and Contractor audit plans; coordinate survey and quality control of works
  • Arrange/participate in regular meetings with Client and Design-Build Contractor to review construction progress, issues, and QA/QC performance
  • Identify/report issues with potential cost, schedule, O&M, or lifecycle impact early; lead timely, mutually acceptable solutions
  • Undertake other similar or related duties as determined by CBP CEO and/or Board
