Requirements

United States Citizenship and position appropriate security clearance (e.g. Active TS/SCI security clearance with agency appropriate polygraph)
Ability to analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements specifications
Knowledge of DoDAF standards for developing operational view, technical standards view, and system and services view for architectures
Experience conducting and/or approving end-to-end system trade analyses
Proficiency with validated models, simulations, and prototyping to mitigate risk and reduce cost
Ability to serve as a member of the CCB (Configuration Control Board)
Expertise in developing system design alternatives considering life cycle cost, reuse, complexity, risk, system expansion, and growth
Skills in risk management, including developing alternative courses of action, workarounds, fall-back positions, and monitoring risks using earned value management (EVM) data
Knowledge of current and evolving agency, national, and international standards applicable to system development
Experience participating in Analysis of Alternatives (AoA) efforts and recommending preferred solutions based on selection criteria, assumptions, technology limitations, environmental impact, and life-cycle costs
Ability to provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems, including requirements elicitation, analysis, functional allocation, systems requirements reviews, concepts of operation, interface standards, system architectures, technical/non-technical assessment, management, and end-to-end flow analysis
Capability to improve standard integration strategies and fully define interfaces (origination, destination, stimulus, data characteristics for software; electrical and mechanical characteristics for hardware)

Responsibilities

Analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements specifications
Analyze system requirements and lead design and development activities
Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies
Provide technical leadership for the integration of requirements, design, and technology
Incorporate new plans, designs, and systems into ongoing operations
Develop technical documentation, system architecture, and system design documentation
Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts
Hold ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility
Communicate with other program personnel, government overseers, and senior executives
Develop comprehensive SOA solutions
Ensure effective, periodic review and control of the evolving configuration of a system (hardware, software components, and documentation) during its life
Maintain knowledge of and enforce applicable standards to ensure consistency and interoperability
