Requirements

  • United States Citizenship and position appropriate security clearance (e.g. Active TS/SCI security clearance with agency appropriate polygraph)
  • Ability to analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements specifications
  • Knowledge of DoDAF standards for developing operational view, technical standards view, and system and services view for architectures
  • Experience conducting and/or approving end-to-end system trade analyses
  • Proficiency with validated models, simulations, and prototyping to mitigate risk and reduce cost
  • Ability to serve as a member of the CCB (Configuration Control Board)
  • Expertise in developing system design alternatives considering life cycle cost, reuse, complexity, risk, system expansion, and growth
  • Skills in risk management, including developing alternative courses of action, workarounds, fall-back positions, and monitoring risks using earned value management (EVM) data
  • Knowledge of current and evolving agency, national, and international standards applicable to system development
  • Experience participating in Analysis of Alternatives (AoA) efforts and recommending preferred solutions based on selection criteria, assumptions, technology limitations, environmental impact, and life-cycle costs
  • Ability to provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems, including requirements elicitation, analysis, functional allocation, systems requirements reviews, concepts of operation, interface standards, system architectures, technical/non-technical assessment, management, and end-to-end flow analysis
  • Capability to improve standard integration strategies and fully define interfaces (origination, destination, stimulus, data characteristics for software; electrical and mechanical characteristics for hardware)

Responsibilities

  • Analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements specifications
  • Analyze system requirements and lead design and development activities
  • Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies
  • Provide technical leadership for the integration of requirements, design, and technology
  • Incorporate new plans, designs, and systems into ongoing operations
  • Develop technical documentation, system architecture, and system design documentation
  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
  • Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts
  • Hold ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility
  • Communicate with other program personnel, government overseers, and senior executives
  • Develop comprehensive SOA solutions
  • Ensure effective, periodic review and control of the evolving configuration of a system (hardware, software components, and documentation) during its life
  • Maintain knowledge of and enforce applicable standards to ensure consistency and interoperability
