Requirements

  • United States Citizenship and position appropriate security clearance (e.g., Active TS/SCI with agency appropriate polygraph)
  • Ability to analyze user's requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications
  • Experience leading design and development activities based on system requirements
  • Capability to guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies
  • Proficiency in providing technical leadership for integration of requirements, design, and technology
  • Skills in developing technical documentation, system architecture, and system design documentation
  • Experience guiding system development and implementation planning through system engineering management plans and system integration and test plans
  • Ability to interact with government regarding systems engineering technical considerations, problems, issues, or conflicts
  • Capability to implement comprehensive SOA solutions
  • Knowledge of implementing operational view, technical standards view, and system/services view for architectures using DoDAF standards

  • Capability to provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems, including requirements elicitation, analysis, functional allocation, reviews, concepts of operation, interface standards, architectures, assessments, and end-to-end flow analysis
  • Ability to develop scenarios (threads) and Operational Concepts

Responsibilities

  • Analyze user's requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications
  • Analyze system requirements and lead design and development activities
  • Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies
  • Provide technical leadership for the integration of requirements, design, and technology
  • Incorporate new plans, designs, and systems into ongoing operations
  • Develop technical documentation, system architecture, and system design documentation
  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
  • Interact with the Government regarding Systems Engineering technical considerations and associated problems, issues, or conflicts
  • Ensure ultimate responsibility for the technical integrity of work performed and deliverables in Systems Engineering
  • Communicate with other program personnel, government overseers, and senior executives
  • Review and/or approve system engineering documentation to ensure processes and specifications meet system needs
  • Capture all interface designs in a common interface control format and store in a commonly accessible repository
  • Assess each risk to the program and determine probability of occurrence and quantified consequence of failure per approved risk management plan
  • Plan verification efforts of new and unproven designs early in development lifecycle with stakeholders to ensure compliance with requirements
  • Prepare time-line analysis diagrams illustrating flow of time-dependent functions
  • Establish process to formally control and manage changes to requirements, assess impacts, gain stakeholder buy-in, ensure traceability, and track actions
  • Manage and ensure technical integrity of system baseline over lifecycle from development through operations & maintenance
  • Support planning and test analysis of DoD Certification/Accreditation Process and other C&A processes
