Bachelor’s degree (Engineering preferred), related discipline or equivalent experience
Five (5) plus years of Right of Way Management, Property Management and/or Real Estate Law (ROW Land Management experience preferred)
Working knowledge of Right of Way Land Management Principles
Ability to interpret registry land records, survey plans, and engineered R/W plans
Excellent communication skills and negotiation skills
Proficient in critical thinking, problem solving, and reasoning
Ability to work collaboratively with others as well as independently
Must have a valid driver’s license

Ability to work hybrid schedule (at least three days in office, including Tuesdays and Wednesdays, up to five days if needed)
Responsibilities
Perform periodic review of system right of ways to ensure compliance with current uses by established agreements with third parties and Company’s guidelines and right of way operating decisions
Perform property negotiations for the acquisition and disposition of property rights as necessary
Provide ROW project support for the Company’s capital and maintenance projects, including rights analysis, routing analysis, abutters lists, landowner coordination, and permitting support
Assume the role of project manager as necessary
Coordinate and manage the efforts and contracts of outside vendors, engineers, and surveyors
Evaluate land use notifications for impact to system rights of ways
Perform the function of RE/ROW Subject Matter Expert for system projects
Perform internal record research and external registry and Municipal research
Identify, prioritize, negotiate, and resolve encroachment issues, trespass issues, compliance, and safety issues
Work with the legal department to interpret property rights and develop resolutions to complex land use conflicts or projects
Research title abstracts, deeds, and other data to determine title, boundaries, and rights
Coordinate work activities to support system projects as necessary
Draft licenses/permits/JUAs/easements/leases/deeds and other agreements as necessary
Maintain and update the Company’s records and database
Perform property analysis, coordinate, and review property appraisals to determine property values
Provide technical support and assistance to operating areas relative to ROW land management to ensure compliance with use guidelines and ROW operating decisions
