Position Overview

Dynamo Technologies is seeking a Senior Systems Engineer to support our Army PdM Biometrics PEO IEW&S project. This role involves evaluating systems, analyzing data, and ensuring compliance with various DoD and international standards related to biometric technologies.

Requirements

  • Experience: Ten (10) years of relevant experience in DoD systems acquisition.
  • PPBE Experience: Experience in DoD Acquisition programs and Planning, Programming, Budgeting and Execution (PPBE) processes.
  • Coordination Experience: Experience in coordination of program updates with a Service Headquarters (e.g. HQDA) and preparing updates to OSD and Congress on a DoD product.
  • Biometrics Knowledge: Experience within the DoD Biometrics community or Interagency Biometrics stakeholders is preferred.
  • Standards Knowledge: Strong knowledge of DoD Biometric Enterprise, NIEM standards, EBTS, ISO/IEC 24745, and other relevant international standards.
  • Evaluation Program Familiarity: Familiarity with biometric evaluation programs such as IREX, FRVT, MBE, FIVE, and MBGC.
  • System Expertise: Experience with system integration, disaster recovery, and continuity of operations.
  • Documentation Skills: Ability to create and manage technical documentation in compliance with DoD regulations.
  • Citizenship: U.S. Citizenship required.

Responsibilities

  • System Evaluation: Evaluate systems interfacing or planned to interface with biometric repositories, ensuring compliance with:
    • The DoD Biometric Enterprise
    • National Information Exchange Model (NIEM) standards
    • DoD Electronic Biometric Transmission Specifications (EBTS)
    • International standards such as ISO/IEC 24745
  • Standards Analysis: Review and analyze biometric testing and evaluation programs (e.g., Iris Exchange (IREX), Face Recognition Vendor Test (FRVT), Multiple Biometric Evaluation (MBE), Face in Video Evaluation (FIVE), Multiple Biometric Grand Challenge (MBGC), NIST Special Publications) for their applicability to all Program Manager for Biometrics (PdM) systems.
  • Recommendation Development: Provide actionable recommendations based on these assessments to ensure continuous alignment with cutting-edge standards and best practices.
  • CDRL Analysis: Analyze Contract Data Requirements Lists (CDRL) deliverables from System Integrator (SI) contracts (e.g., DoD ABIS), providing detailed analysis and reports within required timelines to government stakeholders.
  • System Assessment: Conduct annual assessments of system and operational design to identify cost-effective, optimized configurations balancing functionality, scalability, performance, and transactional capacity under peak workload conditions.
  • COOP & DR Analysis: Provide yearly analysis and recommendations related to continuity of operations (COOP) and disaster recovery architecture to ensure system resilience and business continuity.
  • Documentation Preparation: Prepare and submit systems engineering documentation in accordance with Army Regulation 70-1 (AR 70-1) and DoD Instruction 5000.02 (DoDI 5000.02), as part of the Contract Data Requirements List (CDRL A003).
  • IPT Participation: Facilitate and participate in Integrated Product Teams (IPTs) and design reviews to ensure alignment of all project stakeholders and successful system development.
