About the Job

Twilio is hiring a Head of Government Relations and Public Policy, Latin America to lead regulatory engagement, shape policy outcomes, and drive regional submissions. This role partners across legal, compliance, and business teams to align strategy with operations, ensuring Twilio’s objectives are advanced through external advocacy and internal coordination.

Responsibilities

In this role, you’ll:

  • Lead the region’s public policy, government relations, and regulatory strategy, ensuring alignment with global objectives.
  • Manage a cross-functional team of policy and regulatory professionals, driving strategic execution across regulatory engagement, government advocacy, and compliance.
  • Coordinate policy positions and regulatory submissions with internal legal and compliance leads, while maintaining external alignment with regional institutions.
  • Serve as Twilio’s senior representative to regulators, ministries, legislators, and standards bodies across the region.
  • Proactively identify policy trends, market risks, and regulatory shifts that may affect Twilio’s business and innovation.
  • Develop and maintain strong relationships with key policymakers, regulatory officials, and industry influencers.
  • Partner with Product, Engineering, and Compliance teams to inform strategy and product development.
  • Champion Twilio’s thought leadership in international policy arenas, civil society coalitions, and innovation networks.
  • Represent Twilio at industry events, public policy forums, and multilateral regulatory discussions to shape a favorable operating environment.

Required:

  • 12+ years of experience in telecommunications and technology regulation and public policy, government relations, regulatory law, or other relevant leadership roles.
  • Demonstrated ability to lead multidisciplinary teams focused on public policy, regulatory advocacy, and compliance.
  • Deep familiarity with telecom regulatory frameworks, including licensing, interconnection, numbering, privacy, and emerging tech regulation (e.g., AI, cybersecurity).
  • Demonstrated ability to shape policy outcomes through strategic collaboration with governments, industry bodies, and global institutions.
  • Experience coordinating complex regulatory initiatives and strategic advocacy campaigns.
  • Exceptional communication, strategic thinking, and stakeholder management skills.
  • Law degree or advanced degree in public policy, international affairs, political strategy or a related field.
  • Fluency in English, Portuguese, and Spanish.

Desired:

  • Proven success managing teams across regions, including roles in the private sector, government, and NGOs.
  • Experience and training in public communications, including media engagement, message development, and managing press interactions in high-stakes or complex policy environments.
