A deep understanding of the federal acquisition process, contract types, and proposal development methodologies like Shipley or APMP best practices is essential. Proficiency in Microsoft Office Suite, SharePoint, and proposal collaboration platforms is required, along with excellent written and verbal communication skills and a high attention to detail. APMP certification and familiarity with international defense contracting and export control compliance are preferred. Eligibility to work in the United States without visa sponsorship is mandatory.

Responsibilities

The Government Proposal Manager will lead the entire proposal lifecycle for U.S. and international government solicitations, from planning and development to submission. This includes interpreting RFPs, developing compliance matrices and outlines, and collaborating with stakeholders to define win themes and messaging. The role involves facilitating solution development, ensuring compliance with regulations like FAR, DFARS, and ITAR, and maintaining proposal content libraries. Responsibilities also include supporting post-submission activities, improving proposal processes, and enforcing governance standards for operational discipline and audit readiness.
