Requirements

  • United States Citizenship and position appropriate security clearance (e.g., Active TS/SCI with agency appropriate polygraph)
  • Expertise in designing software tools and subsystems for software reuse and domain analyses
  • Proficiency in managing software development using formal specifications, data flow diagrams, CASE tools
  • Ability to estimate software development costs and schedules
  • Skills in reviewing, refining, and improving existing programs
  • Experience in formulating, defining, modifying, and maintaining software specifications and applications
  • Competence in program design, coding, testing, debugging, and documentation
  • Capability to instruct, direct, and check work of other task personnel
  • Knowledge of quality assurance review and evaluation of software products
  • Experience in database administration for monitoring, reporting, and repairing system health
  • Skills in vulnerability analysis, gap analysis, and analysis of alternatives for security tools
  • Ability to research and evaluate commercial products for security vulnerabilities
  • Proficiency in preparing Technical Analysis packages, Configuration Plans, and Engineering Change Proposals
  • Expertise in designing interfaces, access controls, and integrating with GUI/web front-ends
  • Experience with COTS/GOTS hardware/software enhancement, testing, and interoperability
  • Ability to coordinate testing, integration, implementation, deployment, and training

Responsibilities

  • Design software tools and subsystems to support software reuse and domain analyses and manage their implementation
  • Manage software development and support using formal specifications, data flow diagrams, CASE tools
  • Estimate software development costs and schedule
  • Review existing programs, make refinements, reduce operating time, and improve techniques
  • Formulate and define specifications for software applications or modify/maintain existing applications
  • Perform program design, coding, testing, debugging, and documentation
  • Instruct, direct, and check the work of other task personnel
  • Conduct quality assurance review and evaluate existing/new software products
  • Continuously monitor health and status of security tool suites through IT system management
  • Maintain, upgrade, refresh, and update security tools to ensure full operational capacity
  • Conduct database administration to monitor, report, and repair system/tool degradation within NISIRT
  • Analyze newly identified vulnerabilities/deficiencies in Enterprise IT/IC GovCloud security tool suite and perform gap analysis
  • Research and evaluate commercial products to eliminate vulnerabilities/deficiencies
  • Conduct analysis of alternatives and present findings in Technical Analysis packages to Government
  • Collaborate/coordinate with organizations to procure, deliver, dispose, and track HW/SW for solutions
  • Prepare Configuration Plans, SW enhancement plans, and engineer GUI/web interface solutions
  • Define, design, and incorporate interfaces to retrieve data from scanning tools
  • Design, validate, and implement access controls for systems/services
  • Enhance, modify, and test COTS/GOTS/hardware for interoperability with Enterprise architecture
  • Prepare Engineering Change Proposals for system configuration changes
  • Define, coordinate, and schedule testing, integration, implementation, and deployment with external interfaces
  • Deploy security solutions across IT Enterprise Network
  • Install hardware and implement software for fully functional environments
  • Prepare and conduct training on newly deployed security tool capabilities for authorized users
