Requirements

  • DOLE OSH Site Safety Officer IV certification/qualification
  • Knowledge of DOLE OSH standards (Republic Act 11058, D.O. 198-18, D.O. 252-25)
  • Ability to conduct HSE inspections, risk assessments (HIRAC), safety drills, training, and workshops
  • Experience in emergency management, business continuity planning (BCP), and incident response
  • Skills in investigating accidents, root cause analysis, and preparing reports/logs for DOLE
  • Capability to monitor hazards, gather feedback via walkthroughs/FGDs/surveys, and implement corrective actions
  • Familiarity with facilities operations including maintenance, procurement, logistics, housekeeping, and security
  • Proficiency in using ticket tools (e.g., JIRA) for managing requests
  • Strong communication skills for internal communications, orientations, and vendor management

Responsibilities

  • Ensure site compliance with all applicable OSH standards (DOLE RA 11058, D.O. 198-18, D.O. 252-25)
  • Achieve 100% safety and occupational health through planning, inspection, monitoring, follow-up, and resolution of HSE matters
  • Improve the company’s OSH Program, Policy, and OSH Committee functions
  • Conduct and validate regular HSE inspections, reports, and site-wide safety risk assessments; recommend measures
  • Regularly inspect office spaces, facilities, and equipment for maintenance, condition, and compliance
  • Support site during BCP events; supervise Emergency Response Team operations and maintain preparedness procedures for disasters (floods, fires, typhoons, earthquakes)
  • Handle internal communications and deliver facilities/BCP-related communications
  • Provide HIRAC support for company events (e.g., parties, team buildings) with HR
  • Ensure employee compliance with safety rules, facilities policies, and house rules
  • Investigate accidents/property damage, recommend actions, identify root causes, and lead team
  • Prepare Accident Record Logbook, accident statistics, and accomplishment reports for management/DOLE
  • Collaborate with Clinic Team to align and improve operations/programs
  • Conduct/supervise OSH orientations and training for employees/supervisors
  • Monitor market/industry safety updates and report to fire marshal
  • Formulate, review, and update Health & Safety Policy, guidelines, and memoranda
  • Support Workplace Services daily operations and assist Facilities Manager with vendor performance (security, housekeeping, etc.)
  • Manage, assign, and resolve facilities requests/trouble tickets via JIRA
  • Provide inputs for GWS processes, procedures, performance, and costs
