Requirements

  • Experience overseeing facility security programs for cleared facilities
  • In-depth knowledge of NISPOM (32 CFR Part 117), DoD 5220.22-M, DoD directives, and contract-specific security requirements
  • Proficiency with personnel security systems such as DISS, Scattered Castles, and related databases
  • Ability to conduct security audits, self-inspections, vulnerability assessments, and support DCSA reviews/inspections
  • Skills in investigating security incidents, documenting findings, and recommending corrective actions
  • Experience managing personnel security clearances (PCLs), including background investigations, briefings, debriefings, and indoctrinations
  • Capability to handle access eligibility reviews, clearance requests, and nominations for higher-level accesses
  • Knowledge of managing visit requests, need-to-know principles, and visitor access controls
  • Experience developing and delivering security awareness training and briefings
  • Expertise in accounting for, controlling, transmitting, packaging, safeguarding, and destroying classified information/materials
  • Familiarity with maintaining accountability records, inventories, and annual audits for classified materials
  • Understanding of proper marking, storage, and handling of classified materials per NISPOM and standards like 32 CFR Part 2001
  • Oversight experience with physical security measures, including access controls, IDS, CCTV, and perimeter safeguards
  • Ability to manage Facility Clearance (FCL) processes, including applications, renewals, and expansions
  • Skills in developing physical security plans and coordinating facility modifications/constructions with vendors

Responsibilities

  • Oversee management, direction, administration, and development of the facility's security program, including security plans, SOPs, and compliance documentation
  • Ensure adherence to NISPOM, DoD 5220.22-M, and contract-specific security requirements
  • Provide guidance and procedures for security operations, coordinating with senior leadership to resolve security concerns
  • Conduct security audits, self-inspections, vulnerability assessments, and support DCSA reviews/inspections
  • Respond to security incidents/violations, perform investigations, document findings, recommend corrective actions, and prepare reports including impact assessments
  • Manage on-site security operations, prioritize tasks, resolve conflicts, and provide ad hoc security support
  • Manage personnel security clearances (PCLs), including processing background investigations, briefings, debriefings, and indoctrinations
  • Maintain personnel security records and perform access eligibility reviews, clearance requests, and nominations
  • Handle security files, terminations, transfers, incoming/outgoing visit requests, and enforce need-to-know/visitor controls
  • Develop and deliver security awareness training, education programs, and briefings for personnel handling classified information
  • Account for, control, transmit, package, safeguard, and destroy classified information per protocols
  • Maintain accountability records for classified materials, including inventories, receipts, transmittals, disposition logs, and annual audits
  • Ensure proper marking, storage, handling, use, retention, and disposition of classified materials, with controls for TOP SECRET
  • Oversee physical security for cleared facilities, including access controls, IDS, CCTV, and perimeter safeguards
  • Manage FCL processes (applications, renewals, expansions) and develop/review physical security plans
  • Coordinate facility modifications/constructions and collaborate with vendors for security integrations
  • Implement measures to prevent unauthorized access/compromise, including end-of-day checks and emergency responses
