Requirements

  • Bachelor's Degree (Accounting degree preferred but not required)
  • Minimum of five years in federal budget execution and/or accounting
  • Deep knowledge of OMB Circular A-132, federal accounting standards, Interagency Agreements (G-Invoicing), and the full spectrum of federal budget execution processes—from appropriation to disbursement
  • Advanced quantitative, accounting, and financial analysis skills, with expert-level proficiency in tools such as Excel
  • Proven ability to analyze complex data sets, conduct research, identify anomalies, and deliver actionable recommendations aligned with organizational goals
  • Ability to translate complex financial concepts for non-financial audiences
  • Recognized as a technical expert and problem-solver on complex program and financial issues
  • Excellent written and oral communication skills, including the ability to collaborate and work effectively with cross-functional teams
  • Capacity to work both independently and collaboratively

Responsibilities

  • Conduct in-depth financial analysis and monitoring budget activity to support compliance with the operating plan and prevent Anti-Deficiency Act violations
  • Evaluate the impact of internal and external policy changes on budget execution, proactively identify solutions, and collaborate with stakeholders to provide training, guidance, and support on Budget Execution (BE) processes
