Requirements

Candidates require 1-3 years of experience with the DoD Construction-in-Progress (CIP) process, including understanding project lifecycle milestones, capitalization criteria, and reconciliation. Proficiency in federal accounting practices, including capitalization vs. expense determination, USSGL, audit trails, and internal controls, is necessary. A strong understanding of construction and repair project categories and their accounting treatment is needed. Experience with data analytics, federal appropriations (MILCON, O&M, RDT&E), SFFAS 6, and DoD FMR 7000.14-R is required. Familiarity with NexGen IT, SharePoint, Teams, and the Microsoft Suite is also necessary. An interim or active Secret Clearance is mandatory.

Responsibilities

The Air Force FIAR Junior Analyst will provide subject matter expertise on DoD Construction in Progress (CIP) processes, offering audit compliance guidance and achieving CIP project milestones. Responsibilities include defining criteria, applying audit knowledge for CIP financial accountability, and collaborating with stakeholders to document processes and define key control points. The analyst will conduct change management activities related to construction project oversight, financial reporting, NexGen setup, and asset transfer-in. They will advise clients and stakeholders on federal accounting practices, ensuring compliance with DoD Financial Management Regulations, GAAP, and audit readiness. This includes providing detailed guidance on construction and repair project categories and supporting the classification of project costs as capital or expense.
