The candidate should have 8+ years of experience in open-source program management, software engineering, or developer relations. They must demonstrate success in governing public codebases, running hackathons or community events, and navigating license compliance. Familiarity with federal technology policy and grants-management or similarly regulated domains is required, as is experience building or moderating online communities and managing contribution pipelines on GitHub. Experience working on an Agile team and leveraging AI tools is also necessary.
The Open Source Lead will establish policies for licensing, dependency, and disclosure to satisfy federal directives. They will build and moderate public forums, host virtual meet-ups, and partner with universities and OSPOs to expand the contributor base. Responsibilities include building or configuring tools to support open-source adoption, planning and facilitating hackathons and conference workshops, and publishing contributor guides and processes to lower barriers to entry. The role also involves running feature-voting cycles, responding to community inquiries and issues, reporting on engagement KPIs, coaching internal teams on reusable component patterns, and representing the organization at civic-tech events. The lead will also contribute to hiring, outreach, and communities of practice as needed.
