Requirements

  • Active Top Secret SCI clearance (must be able to obtain and maintain with multiple customer bases)
  • BA/BS in a security related field and 3+ years of personnel/industrial security related experience (e.g., FSO/AFSO/CPSO, CSSO) or 6+ years of personnel/industrial security-related experience

Responsibilities

  • Develop, administer, and maintain program security policies and procedures to ensure compliance with 32 CFR Part 117 NISPOM Rule, DoDM 5205.07 series, DoDM 5105.21 series, and Intelligence Community Directives (ICDs)
  • Administer security policies and procedures, including personnel processing, security briefings/debriefings, marking and control of documents/materials, security education and awareness, visitor control, destruction of classified documents/materials, program reviews, audits, self-inspections, violation investigations, and reports
  • Maintain Facility Clearance documentation and submissions in accordance with DCSA requirements
  • Administer personnel security clearance processes using DCSA’s DISS system for initial submissions, upgrades, and periodic reinvestigations
  • Provide guidance and instruction to staff on security paperwork, collect and submit electronic fingerprints via DCSA’s SWFT system, and provide clearance status to management
  • Utilize DCSA’s DISS system to initiate and maintain outgoing Visit Requests and monitor incoming Visit Requests
  • Utilize DCSA’s NISS system to upload and update Facility Clearance and contract information
  • Advise personnel on reporting requirements (personal/administrative, compliance, and incident-related)
  • Maintain working relationships with DCSA, other Federal Agencies, and contract security offices
  • Develop and maintain Security Standard Practices & Procedures (SPP)
  • Develop, prepare, and implement local Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, Emergency Action Plan, and Disaster Recovery Plan
  • Obtain and maintain SCIF/SAPF/Closed Room accreditations, conduct annual self-inspections, facilitate customer inspections, and provide accurate record keeping
  • Provide security support for proposal activities
  • Process and review personnel security clearances and maintain security documentation (DD254, SF-328, SF-312, DD441), files, clearance, and suitability rosters per government requirements
  • Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures
